International Cooperation
In terms of its international relations BAR is focussing on the following tasks:
- Monitoring and analysis of relevant scientific and professional data and experiences as well as knowledge exchange with international partners
- Conduct of comparative rehabilitation studies with a European perspective
- Communicating the results and findings of BAR activities and projects
- International congresses and conferences
- Connecting and recommending experts
- Professional assistance for foreign experts
- Participation in international committees and organizations
In cooperation with the German Federation for the Rehabilitation of Disabled People, BAR is representing German interests in the New York based global association REHABILITATION INTERNATIONAL (RI).
As part of its RI membership, a representative of the BAR is holding the position as IR liason commissionar to the European council in Straßbourg. The European council consists of 45 member states and has close professional relations with a number of international NGOs. RI is an NGO with consultative status at the European council. Through its status, BAR is incorporated in a great variety of activities of the European council and as a result holds membership at committees of the European council concerned with social rights and equal participation in all aspects of society for people with disabilities. As part of this engagement, BAR has co-authored the study “Access to Social Rights for People with Disabilities in Europe“.
International Cooperation
In the Federal Republic of Germany, anyone who is physically, mentally or behaviourally disabled, or who is threatened by such a disability, has the right to receive the necessary assistance. A differentiated spectrum of programmes and benefits – medical, educational, vocational, social and supplementary – is available. These programs are aimed at the final objective of rehabilitation, lasting integration in work, occupation and society. The German system of social protection reflects historical development. Therefore rehabilitation does not come under a single agency and each of the German social security agencies have their specific rehabilitation assignments. In 1969 the Federal Rehabilitation Council (Bundesarbeitsgemeinschaft für Rehabilitation - BAR) was founded. Members of this umbrella organisation are all German social insurance (health-, pension-, accident- and unemployment-insurance) and also the governments of the Federal States (Bundesländer), Union of the German ”Integrationsämter and Hauptfürsorgestellen”, National Union of regional social assistance agencies, National Federation of Panel Doctors and both sides of industry. The main task of the Federal Rehabilitation Council is to ensure that rehabilitation services and benefits provided by the various agencies are based on equal principles. The Federal Rehabilitation Council attempts to make sure that the different abled persons receive adequate information and advice. Also, the Federal Rehabilitation Council has to counsel its members in all issues involved in rehabilitation. In order to represent the German interests on an international level, the Federal Rehabilitation Council and the DVfR (Deutsche Vereinigung für Rehabilitation) are members of Rehabilitation International (RI). Founded in 1922, RI is a global network of people with disabilities, government agencies, service providers, researchers and advocates promoting and implementing the rights and inclusion of people with disabilities. RI (www.riglobal.org) is currently composed of over 700 members and affiliated organizations in 96 nations, in all regions of the world. At the moment the Federal Rehabilitation Council supports the national secretary of Germany. After a four year term this position in Germany alternates between the Federal Rehabilitation Council and the DVfR. As a member of RI the Federal Rehabilitation Council provides close connection with the European Council in Straßburg and is one of the International Nongovernmental Organizations which support the decision making policies of the European Council.
